Carlisle have offered new deals to midfield pair Paul Thirlwell and James Berrett but have decided to release 11 players.
The Blues will spend next season in the fourth tier following their relegation from Sky Bet League One and manager Graham Kavanagh has delivered on his promise of changes as he aims for an immediate return.
As well as Noble and Miller, Pascal Chimbonda, Chris Chantler, Danny Livesey, Prince Buaben, Nacho Novo, Mike Edwards, Greg Fleming, Jack Lynch and Lewis Guy are all heading for the Brunton Park exit door.
Thirlwell and youngsters Patrick Brough and Kyle Dempsey have been given one-year contracts, while Berrett has earned a two-year deal.
